You may already be familiar with the innovative security app developed for the French Quarter. But did you know that other Neighborhood Security and Improvement Districts have also adopted the app? This smartphone app enables residents to report crimes and security concerns directly to local law enforcement, providing:

• Quick and confidential incident reporting
• Photo sharing
• Location tracking

This leads to swift responses from the nearest officer. This app has proven effective in districts like Saint Tammany Parish, which saw significant crime reduction. The SDT App Task Force holds great potential to enhance our neighborhood’s safety. Imagine having this app in Faubourg Marigny and envisioning a safer community.

We would propose employing New Orleans Police Department (NOPD) officers and/or Orleans Parish Sheriff's Office (OPSO) deputies through the Office of Police Secondary Employment (OPSE) as supplemental security, and seek to expand the existing “Task Force” Supplemental Police Patrol program to Faubourg Marigny (which would include the use of their mobile app.).  Another option is to hire a private security company. To reiterate, it is the purpose and intent that any additional security patrols, public or private, or any other security or other services or betterments provided shall be supplemental to and not in lieu of personnel and services to be provided by the State or the City of New Orleans or their departments or agencies (i.e. the regular work of the State Police and/or New Orleans Police Department in providing for public safety). The scope of services is determined by each Security & Improvement District and their Board of Commissioners.  Typical services include regular patrol cars, bike patrols, foot patrols, as well as additional services such as escorting somebody home from work late at night, or meeting a resident as a taxi brings them home, or at their car as they load or unload groceries.

Unlike districts that specialize in one area, our SID, if implemented, would allow us to strike a balance between security measures and community initiatives, enriching the lives of residents and fostering a sense of pride in our neighborhood.

Our SID exploratory committee has been actively engaging with other security and neighborhood improvement districts to learn about their initiatives and best practices. By collaborating with other districts, we can gain valuable insights and ideas to further enhance our quality of life in our own neighborhood.

The Faubourg Marigny Security and Improvement District came into existence through legislative action, courtesy of House Bill No. 325, championed by Representative Wesley Bishop on April 30, 2015. For the legislative buffs among us, here's the complete journey of House Bill No. 325, from its initial introduction in the House to its eventual endorsement by the Governor. Despite its establishment, the Faubourg Marigny Security and Improvement District has yet to be implemented.

The Office of the New Orleans Inspector General (OIG) found that the presence of a Security District was a significant predictor of lower property crime rates, but not a significant predictor of reduction in violent crime or murder rates. The OIG found that the public’s feeling of safety increased and fear decreased.

What are Security and Improvement Districts and where are they located?

Have you ever wondered about those extra patrols you see in some neighborhoods?  They're part of what's known as Security and Improvement Districts (SIDs).  These districts have a clear mission: to enhance safety within their boundaries and boost residents' peace of mind.

Security Districts aren't a recent phenomenon.  Security Districts began forming in New Orleans in 1997, and by August 2012 there were 25 active districts.  As of now there are 43, each working towards making neighborhoods safer places to live.
